April 28, 2015 When former Georgia Governor Zell Miller sought to establish a state lottery in 1991, shortly after his inauguration, many state residents held serious concerns about where the funds would go. Governor Miler campaigned under the premise that lottery funds would be used for educational means. The current Georgia Lottery mission statement is to, “maximize revenues for HOPE and Pre-K through the sale of entertaining lottery games” (Georgia Lottery 2015a).
