The Healthcare Cost and Utilization Project (HCUP)
The Healthcare Cost and Utilization Project is a group of different types of databases and other software tools. Also known as HCUP, this project was developed by a Federal-State-Industry partnership and is supported by the Agency for Healthcare Research and Quality (AHRQ). HCUP databases are a derivative of administrative, clinical and non-clinical data. The information enclosed are patient demographics, diagnoses, treatments and procedures, discharge status, and financial charges. These databases allow patient inquiry on a wide variety of health policy issues. Some of these issues are cost and quality of health services, patterns, access to health care programs, and outcomes of treatments at the national, State, and local market levels (HCUP, 2014).
New York State participates in the HCUP program. Statewide Planning and Research Cooperative System (SPARCS) is a comprehensive all payer data reporting system established in 1979 (DOH, 2014).
