The department of homeland security has been tasked with various responsibilities that all consolidate to the main function of providing internal security to the nation. There is a need to always review whether investment and public faith given to the homeland security has been best utilized to understand whether the homeland security has been effective or whether there is need to improve in some of its core functions.

This involves the homeland being in charge of all American borders and controlling the immigrants who may want to visit America for various reasons. The homeland security has adopted a strategy known as amnesty first which illegal migrants are first accorded amnesty before their cases are determined and a decision arrived at on whether they should be deported back to their countries or granted citizenship. This strategy has been bringing a lot of debate within the public and the experts too and its rationality questioned in discouraging illegal migrants (Guiora, 2008). First, it should start by empowering the local counties and federal states to deal with disaster preparedness. The federal states should be empowered because they are closer to the people and thus even their intelligence channels should be empowered. The homeland security must face the reality and realize that the amnesty first policy in its immigration sector has not restored any sanity to an already sane issue. The homeland security should try to have an honest, fair and reality-based approach to deal with influx of immigrants. This can be exemplified by the transnational crime that has been going on in Mexico and the effect these cartels have on the American citizens. Politics, especially from members of the Congress has been one of the main issues that have surrounded homeland security for long. The homeland security has to separate its mandate from politics and keep its priorities right.
