As the Chief of Police of the Milwaukee Police Department I would like to inform you of a new initiative that will help curb the ever growing violent crime and property crimes that is plaguing the city! During 2014 the city of Milwaukee had 59 murders occur and as of 2015 approx. 104 murders have occurred in the city of Milwaukee, which is an resounding 76% change from 2014! As such, The Milwaukee Police Department in collaboration with the states attorney, state and federal agencies, have been working towards reducing our overall crime rate. Hot spot policing is used by numerous police departments throughout, hot spot policing strategies focus on small strategic areas, usually in urban areas, in which crime is heavily concentrated. Using the existing bureau structure which comprises the North Command Bureau; which overlooks districts 4, 5, and 7; Central Command Bureau, which overlooks districts 1, 3, and the Neighborhood Task Force; the South Command Bureau, which overlooks districts 2, 6 and the Office of Community Outreach & Education, along with the Investigations and Intelligence Bureau. Utilizing this existing command structure the Investigations and Intelligence Bureau will be tasked with the primary oversight of the program!
The emphasis on the initiative is to focus on utilizing the crime control theory which states that crime rates rise when punishment is not feared so making punishments more severe and control offenders as well as the focus on justice should be on the
