There were certain circumstances from the ending of World War I that led up to World War II. Such great destruction caused the victorious nations to suffer almost as much as the vanquished nations. In an attempt to bring peace, the Treaty of Versailles actually helped cause a lot of dissatisfaction between some successful nations, as well as most of the defeated nations. The economy of Germany was shaken by what the Treaty of Versailles stated. Germany along with Europe both had difficulties and struggles recovering. The United States had the resources to relieve international tensions, but refused which led to world affairs. The United States, at this time, even refused to join in the League of Nations. Hitler and his Nazi party immediately made a promise to unite all of the Germans in a Third Reich that would eventually end up lasting one thousand years. Only a week before the occurrence of what Hitler did, the Japanese had been led out of the League of Nations by Yosuke Matsuoka. Japan started immediately to create its own empire, namely the Greater East Asia Co-Prosperity Sphere. Militarism and fascism in both Asia and Europe brought war to the world. Roosevelt was anxious for the United States to play a leading role in the affairs of the world, but the nation was unwilling to follow in this endeavor. Roosevelt later made a comment to show his clear frustration of the unwillingness of the nation to follow him. The programs at this time that tried to pull the economy away from the Great Depression gained vast support while, on the other hand, controversy arose when there were efforts to control crisis all around. The hearings for the role of bankers and munitions makers held by Senator Gerald P. Nye of North Dakota in 1935 later made it harder for the involvement of the Americans in foreign affairs. Nye’s committee exposed that the merchants of death had made a vast profit during the World War I. They indicated that business interest had helped get American into the war, but had no proof. Many internationalists began to protest, making it easy for the other nations to strike when they had an advantage. Roosevelt argued that the Neutrality Act would “drag us into war rather than keeping us out.” Benito Mussolini demanded Italian forces to enter Ethiopia in October 1935. The Emperor of Ethiopia fought with spears and rifles against the Italian forces which had tanks and planes. Roosevelt summoned the cancellation of the act hoping to limit Italy’s war goods. Italy ended up only needing copper, steel, and oil, not firearm like Roosevelt had assumed. Cordell Hull, Secretary of State, called for a “moral embargo” on goods but businesses in America had already shipped them anyways. Mussolini ended up completing his expedition. The ban of loans and credits were added in the second Neutrality Act.
Nazi dictator, Adolf Hitler benefited from the Neutrality legislation. German troops drove through the demilitarized area of the Rhine, a river west of the area in March 1936.
