First and foremost, we see goal variance with ISIS being a splinter group off of Al-Qaeda with ISIS’s goal to create an Islamic caliphate in Iraq, Syria, and a few other countries. As ISIS becomes stronger it has created an almost gravitational pull. It has attracted many other paramilitary and terrorist organizations. These smaller groups are fragments from larger militias of mostly Islamic origin. The most notable is a fragmented group from the Taliban who do not always get along with the extreme ideologies of the ISIS leaders. “Gen. Tehrik-e Taliban Pakistan (TTP) is known to operate in the Hindu Kush, the mountain range separating Pakistan and Afghanistan. This shows that goal variance does not always hurt militias, as it is also a way to increase numbers by recruiting or absorbing another paramilitary or even a terrorist group. The use of narcotics as a way to keep soldiers is also a way to keep fragmentation from occurring, as many recruits from the west are not as committed to the cause but once hooked on narcotics they choose to stay instead of deserting or defecting. Due to their use of slavery, Sharia law and brutal execution ISIS tends to alienate its self among the population as it gains ground and brings more territory under its control, this hurts its ability to use the local populace as a humInt (Human Intelligence) source, whether they are receiving no intelligence or are being fed false intelligence leading to further information
