Public health means demonstrating knowledge about the health status of the population. It can also be described as all measures whether public or private to prevent disease and promote health of the population. A policy is a deliberate system of principles to guide decisions and achieve rational outcomes. Policies are generally adopted by the Board of or senior governance body within an organization. Policies can assist in both subjective and objective decision making. Actors are influenced by the context in which they live and work. Actors include individuals, groups and organisations. Context as the systemic factors which may have an effect on health policy is affected by many factors such as instability or ideology, history and culture. The process of policy making-how issues get on to policy agendas and how they face once there is affected by actors-their positions in power structures, their own values and expectations.
