Since America’s founding, it’s been a duty of the president to provide reports to Congress about the state of the country and recommend measures that he perceives to be necessary. In the beginning, President George Bush disclosed his speech by saying that “As we gather tonight, our nation is at war, our economy is in recession, and the civilized world faces unprecedented dangers” (Bush). This statement can be considered as a thesis for his whole speech, as he discussed these three main points: war, America’s economy and dangers.
