Today, 39 million people have been forced to flee their homes due to conflict or natural disaster. 10 million are refugees and 29 million are internally displaced persons. People displaced inside their countries face the same hardships as refugees but lack protection under international law. Usually victims of war and oppression flee in large numbers, arriving in poor, underdeveloped states without the means to care for them. Making the situation worse, the conflict that forced them from their homes may destabilize the region in which they've sought refuge. They may flee to the safety of a refugee camp or settlement, only to be forced to flee again. Designed to streamline international work on human trafficking, the GPA aims to support the Trafficking in Persons Protocol and other relevant instruments; assist Member States with combating human trafficking and meeting their legal obligations; mainstream concerns related to human rights, gender, and age; promote coordination between stakeholders at all levels; and increase awareness of human trafficking within the international community. Resolution 64/293 also established the Trust Fund for Victims of Trafficking in Persons, Especially Women and Children, which provides legal, financial, and humanitarian assistance to trafficking victims.

Trafficking in human beings for sexual exploitation is a major problem in France and mainly affects victims from Nigeria, China, Romania and Bulgaria. The most worrying phenomenon at present is the increasing number of child trafficking in France. Most of these child victims come from South-Eastern Europe, mainly from Romania and Bulgaria. They are mostly forced to begging, but also to committing crimes. In most cases, children act under the influence of their families and execute what they ask them to do. In case of "disobedience" or insufficient earnings, children are usually victim of physical violence.

The need to solve these problems is that the future challenges faced by the country can be faced with ease. The inhabitants of the country are safe and this can only happen with law enforcements, security, tight military forces across the borders of the country and maintaining good relations with other nations so we can turn to them in times of emergency, calamity or
