Major Site Values

This tool helps to identify and list major values of the site and associated management objectives. Together these provide a basis of what should be monitored and analysed during the assessment process.
The first step in an assessment of management effectiveness is to document the major values of the site. Maintaining these values should be of primary concern and be reflected in the management objectives for the site. Worksheets 1a and 1b are designed to document the major site values and to relate these to the principal management objectives. This documentation of values and objectives should inform the whole management effectiveness assessment process and, in particular, create a basis for the development of monitoring programs.

Social Value The degree and the way in which a place is now or was in the past a focus of spiritual, political, national or other cultural activity to a majority or minority groups.

There are many values present in Heritage sites. It is not usually possible to manage for each of these separately and managers therefore consciously or unconsciously have to group these into major site values that can help focus management.
An understanding of the major site values will help to inform the entire management effectiveness assessment process. In Factsheet 2 , these major values are used to help select indicators that will provide an assessment of the extent to which the sites objectives are being maintained.
Identifying principal management objectives
Many sites will already have clear management objectives stated in their management plans or other policy documents. Objectives are commonly organized in a hierarchical manner in management plans, moving from broad goals to specific actions. In the first place, the analysis contributes as argumentation to the problem solving strategy. Next to this it will function as a ruling document for the competent authorities at their consideration to what level or in what area the most successful actions can be undertaken.

Procedure
The P&C analysis is to be set up by (a part of) the project team. The persons that have to deal with this should know the situation and context well and have some analytic abilities. It is advisable to call upon a person very well experienced in the making of this kind of analysis schedules.

Agreement
The P&C analysis will for the first time be submitted to the public for agreement: does everybody agree that this analysis presents a good diagnosis of the problems to which the conductors should take actions?
What does and what does not?
Furthermore a choice needs to be made on which items of the policy route the project team should concentrate.

Priorities
Priorities can made for the remaining items, with or without the public, but need to be authorized at any case by the competent
