The McGovern-Fraser Commission was created at the 1968 Democratic convention. This commission was formed in direct response to the demands for reform by minority groups. These groups sought better representation in the United States government. Although they could vote women, blacks, and young people rarely held positions in government. Those positions were mostly dominated by older white males. This underrepresentation resulted in demonstrations and protests at the convention. The police response was excessive and violent. Which was disastrous and embarrassing for the Democratic Party. The effects of the commission were widespread and still in effect today. It created substantially more transparency in the selection of delegates, instead of the secrecy and behind closed doors types of policies that were in place before. In addition there were affirmative action guidelines that were created for the delegate selection process. The commission also recommended that delegates now had to be represented by the proportion of their population in each state. This resulted a shift to primaries instead of caucuses. State laws are mostly universal between the Democrats and Republicans, therefore both parties were affected.
