Shortly before Industrialization began in Germany (1870), there were power struggles between Prussia & Austria. Because of this, there was no stable economy and Germany was barely industrially advanced.
Eventually Bismarck gained power, and everything changed in 1871. The New German Confederation was formed, and all German states united under a single ruling body. Which meant that the country was less vulnerable to political, social, and military attacks.
