Organization: City of New York- Housing Preservation and Development is the largest municipal housing preservation and development agency in the nation. The agency’s mission is “to promote the construction and preservation of affordable, high-quality housing for low-and moderate-income New Yorkers in thriving and diverse neighborhoods across the city”. (About HPD) In order for the agency to accomplish its mission, they need the help of their employees with good organizational culture that increases employee morale and motivates employees to help the agency achieve its mission.

The macro perspective in the agency is that the management lacks awareness or knowledge of the strengths and weaknesses of the organization’s employees. The agency also puts little or no effort in to evaluate employees and the organization overall. While the micro perspectives include low employee morale, lack of communication and the organizational culture overall. The cause of the lack of evaluation includes lack of performance evaluation and division between management, employees and their respective unions.

As the agency sets goals, objectives and a vision for the agency, they will need to identify ways to measure these goals and objectives. They will also need to identify how the data will be collected, analyzed and how the information will be used. This will ensure that objectives are measureable and information collected will be used. With strategic planning this will be an excellent time to create questions or issues that the agency will expect the evaluation to answer. The training and development seminar will teach management how to plan strategically and incorporate evaluation as part of the strategy. It will gear management with tips on how to enforce and ensure an evaluative approach is an essential part of the agency and its
