The distribution of illegal substances during greyhound racing, has prompted a need to examine Queensland’s greyhound racing laws. This inquiry stemmed from ABC’s Four Corners Program in 2015 that investigated the dark secrets of the industry (Four Corners 2015). The administration of illegal substances to racing greyhounds has brought the injustices within the industry to the forefront, as the substances being used have been found to have severe psychological and physical consequences on the greyhounds (Proposals to change medication rules for racing greyhounds 2010, 443). Firstly, due to the wealth within the racing industry, implementing additional monitoring operations can be independently sourced without relying on government funding or other outside bodies. In conjunction with this benefit, closely monitoring the industry will ensure that there is a consistent approach to risk regulation across all racing clubs in Queensland, by identifying, evaluating and managing risks uniformly (Office of Racing Queensland Limited 2010). By incorporating a range of sampling strategies and infrastructure this will safeguard the quality and number of samples being taken in and out of competition at the correct time and place (QRIC 2017).
