Only 96 children were internationally adopted by American couples in the year of 2014. In 2004, the average international adoption rate was about 4,283 children adopted and brought to the U.S per year. That number as dramatically dropped over the course of only 10 years. “One reason for the decline is foreign government policy, such as Russia’s ban on U.S. adoptions, which went from thousands in previous years to just 250 in 2013.
