Many, if not most, American people know that the President of the United States (U. S.) gives the nation and congress a televised annual speech on the “State of the Nation.” At that time he usually gives congress a tome containing his budget for the next fiscal year. Seeing that huge budget usually leaves the American public transfixed on its size and in awe of anyone who can break down the budget into friendly terms most people can understand. At the end of the speech, the political pundits who have been watching, listening to the president closely, and taking notes, start giving the TV audience their opinions on how congress will react to the President’s proposed budget.
