In 1997, generation of the municipal solid waste was about 0.49 billion tons around the globe with an estimated annual growth rate of 3.2-4.5% in develop nations and 2-3% in developing countries. In the past few years, Sabah has been developed by constructing a few hard and soft scape constructions mainly in the capital city which is Kota Kinabalu and also other region in Sabah state. According to Sabah Environmental Education Policy published in 2009, the environmental conservation and sustainable civilization are the most important practices among the people in Sabah. The city aims at developing townships with five objectives, namely, cleanliness, beautification, safety, orderliness and wellbeing. Datuk Abidin Madingkir, who was also been a Mayor since 2011, the city goals are based on the National Transformation Agenda, Government Transformation Programmed (GTP), National Key Economic Area (NKEA), Economic Transformation Programmed (ETP) and the Tenth Malaysian Plan(2011-2015). Sabah City Hall has already spent around RM95,000 to maintain the city’s cleanliness every month and when it comes to solid waste management it increased to RM19 million a year.
