3.1. Municipal System Act
The Spatial Development Framework of Eden District is aligned with the integration development plan 2007-2001(Eden District municipality - spatial development Frameworks, 2009).The objectives for the district is to conserve natural resources and assets, sustain resource management, promote sustainability of agricultural practices and lastly to support and develop projects to enable people centred development .The Spatial development framework is alignment to other neighbouring municipalities. It is identified that common issues are present in the municipalities such as demarcation of urban edge and densification. The municipalities are working to have a policy and guidelines to have common approach to solve these challenges in the district.
Eden district is an area which is mostly used for agricultural and tourism purposes. The district consists of urban area, towns and villages. High number of population of the district resides in the urban area and the rest of the population resides in villages. Social …show more content…

Policies and strategy identified on the spatial development framework are put in place to support the natural resource base frame work and settlement framework. Agriculture and rural landscape are major contribution to the economy of the district by creating employment and contributes to the gross domestic product. Primarily the natural environment policies and strategy are to protect activities and resources. The settlement policies and strategies identify areas where no building should be erected and zones for development areas and protect areas.
