Since the technology was invented, propaganda would then make its way to manipulate the public in a much different scale. For example, during World War II, the Nazis would control their citizens and make sure that their system would survive by controlling all the media and promote their cause using propaganda. Hitler then very successful during that time as Nazi Germany eventually became a power. Hitler appointed Goebbels to control the propaganda and all of the forms of media (newspapers, radio, etc.) in Germany and made sure that all the policies would run the way the government would wish, thus making sure that their political admirations were fulfilled. Now during the cold war, both the United States and the Soviet Union used propaganda as a weapon against each other. The Soviets would use TASS as one of their primary sources of media and the United States would use Radio Liberty and Radio Free Europe, these sources of propaganda would set the tone and create the mindset of their own citizens to turn against one another. Meaning that the Soviets would use their source of propaganda to promote the socialist beliefs and convey that capitalism is failing system and the west will eventually fail and adapt to socialism. While in the United States they would promote their own policies and spread their media across the U.S and Western Europe to fight socialism and maintain stability. According to Lerner, in order for mass media to progress and influence the society, the society itself must be modernized and obtain the tools to keep on modernizing in the future. Lerner justifies another correlation that indeed defines how the media is a major impact in our society today as he states that “the connection between mass media and political democracy is close” (Daniel Lerner, Toward A Communication Of Modernization Theroy.) Our modern society has citizens who are always engaged politically and socially as they obtain all the information that they need all thanks to the process of modernization. However, when you look at the underdeveloped nations that do not have the privilege and technology to obtain such information, they would rather have more trouble trying to adapt to our modern society. The reason a nation would be underdeveloped is due to the fact that the nation did not go through the channels of modernization or even industrialization. When you compare countries that are capitalist, they are considered modernized, advanced, and democratic, however; when you look at the countries that are the opposite, they fall into the cracks and lack all the tools to modernize and become part of modern society.
