As you are aware, a number of specific master’s programs no longer exist in our state’s universities. Those master’s programs were removed due to budget cuts and because those same programs are offered at our neighbor’s state universities. However, the master’s programs our state universities continue to offer are no longer available at our neighbor’s state universities also due to budget cuts. A fellow analyst in the state's higher education department by the name of James Raika has advocated that an agreement be entered with our neighboring state to allow reciprocity on in-state tuition for those programs offered only in either state for those students from both states who wish to attend the other state’s universities for the …show more content…

However, each state’s department of education needs to first be willing to work on an agreement, draw up an all-inclusive proposal to submit to each individual state government for review and a vote, plus decide as to what each state is looking to receive and what each state’s departments of education are going to offer. Additionally, a look at the pros and cons as it relates to the students, the states and their respective departments of education. Then find a champion in each state government that can overcome cynicism to the idea such as Margaret Smith has expressed. The entire education project has to be voted upon at each state government and finally approved by both state governors for the terms of the interstate compact agreement to become state law in either state or all states entering into such an agreement. Additional procedures would include development as previously stated, enactment as described, implementation after signed into state law and then an administration set up in each state or by a joint effort to oversee the daily activities and report findings of either success or failure as a whole, or as it relates to specific aspects of the compact
