Why People choose to be evil?

Most people think that an average human chooses to be good in most situations, right? That is not true. The ATF in the Ruby Ridge case chose to be bad as well as Pablo Escobar the Drug King of Columbia. People choose to be evil. The ATF shot and killed a dog and 3 others and Pablo Escobar killed hundreds during his time. This proves that people are bad.
