This paper will address the composition of community as it relates to needs assessment for adult learning programs; henceforth, there will be relevant examples provided for clarity. There will be a presentation on structured needs assessment with free-form needs assessment that compares and contrasts each one; subsequently, it will be supported by the insight into contextual application.

A program for botany may be difficult to complete if students enrolled are not plant enthusiasts; subsequently, this could result in low numbers of completers. The department head desire to the rate of completers in the botany program increase; however, the department head does not know the exact cause for the low numbers of completers and need to have a more in-depth analysis to reveal the cause of the issue. A highly structured needs assessment would be warranted to justify and gain more in-depth knowledge about the program completion issue; subsequently, the assessment would be conducted in a step-wise fashion. The previous graduates and faculty for the botany programs would be asked to complete a survey outlined with details questions about the botany program and how might it be improved to ensure more students complete the program, and what one specific area in the botany program could be improved to bring about the increase. Based upon the responses a committee would be established that had to power to implement the need change for the botany program. An example of a general question in a free-form assessment might be, “Would a decrease in the number of contact hours increase the completion rate for the botany program?” An email would be sent to all current and previous students that are enrolled or that has been enrolled in the program.
