Americans want to investigate, judge, and punish fairly (Cole & Smith, 2011). Justice is defined as the proper administration of the law; fair and equitable treatment of all individuals under the law (Justice, 2008). As a society, there is a mutual agreement that justice should be done if a crime has been committed. According to Cole and Smith (2011), there are three goals of the criminal justice system: doing justice, controlling crime and preventing crime.
Broken Windows Theory The broken windows theory is criminological. It was created in 1982 in a seminal article by James Q. Wilson and George Kelling. The article explained how many of the communities in America are corrupt due to disorder and chaos.

Most people make the assumption that a community is made up of people who live near them when really it could be made up of people from all over the world. The word “community” can mean many things to different people and everyone has their own opinion on what it means to them. To me community means a group of people who all share the same interest, likes, and who are willing to come together and help one another in times of need. Summary Of Argument, Methods: In 1968, stop and frisk was based on strict guidelines that explained how far an officer can frisk someone according to the Fourth and Fourteenth Amendments. Behind the police officers’ stop and frisks, the strategies of broken windows policing and the zero-tolerance policy were introduced. Broken windows theory began in New York during the year of 1982, and former Mayor Giuliani of New York created zero-tolerance policy in 1997. Broken windows was a known policing strategy throughout all departments in the nation.
I believe community is an important aspect to all our lives. Community builds character and, in some cases, defines who we are. There are different forms of community, such as “community standards” and “community action”, that ultimately bring individuals together whether they agree or disagree with one another. In his book Our Divided Political Heart, E.J. Dionne discusses what community is and its significance to society. Through my writing, I would like to specifically talk about “community action”, “community standards” and “community policing”.

First of all, in order to understand more about community policing, one must recognize the true definition of such law enforcement strategy. Community Policing is the system of allocating police officers to areas so that they become familiar with local inhabitants. It is used to change the way police departments interact with the public, focusing on community concerns, including crimes. The idea of community policing is to work together to improve the life and quality in their neighborhoods. Community Policing emerged in the 1970’s with the goal to eliminate public disenchantment with police services and the criticisms of the lack of police professionalism (Fagin pg. 114). They identify and resolve issues which potentially affect the way neighborhoods live.
