Terrorists, like many other criminals, are looking for crimes of opportunity that will support them in their cause and create the most damage. There are several similarities with terrorists and regular criminals that commit crime daily. Most criminals want to ensure that they are not captured to remain free, so they can continue committing crime to support themselves or their cause. Therefore, they look for victims that are week and locations with very little security or protection. If the criminal is targeting an individual for a person’s crime, they do not choose someone that will put up a fight and lessen their chances of success and freedom, they choose who is weak and will be easy to overcome. This form off attack requires many terrorist individuals to all coordinate with each other and carry out large scale attacks that are designed to cause mass casualties, create fear, and to overwhelm and shut down the emergency response system that we have in place. This form of attack brings many risks to emergency responders, because the terrorist starts out by kicking off multiple attacks that are different from one another and difficult to detect that they are related. When the first responders respond to the individual events, they have no information that they are connected in some way and will let their guard down and become victims themselves during a secondary attack. The terrorist know that first responders are going to respond to any emergency, and they will take advantage of this and attack the first responders as they respond. In a whole, by this occurring, the emergency response will slow down entirely or even stop completely and interfere with victims receiving medical attention and lives being saved. This form of attack is also designed to overwhelm the area hospitals because of the high number of casualties and bottle neck in the response. Both law enforcement and medical personnel often respond to situations where they have limited information and put themselves in harms way. When describing the diverse types of terrorist attacks that are possible and many different weapon systems that the terrorist chooses to carry out their plan, often first responders are prepared to protect themselves and others. Law enforcement typically work out of their patrol cars, which leaves them with very little room to work with and carry the necessary equipment that they may need during a terrorist attack. Often, first responders do not have the proper equipment assigned to them or readily available during a chemical or biological attack, such as a breathing apparatus, protective suit, or even a simple mask with a HEPA filter. This is equipment that will be provided to emergency responders later if the situation needs it. First responders need to be properly trained in first naming what type of attack they are responding to, and what action needs to be taken so that they do not become victims themselves. There is a strong possibility that first responders will never be fully equipped with resources that they will need during every type of response, due to the overwhelming costs associated with buying it.
