As Newton’s third law states the bodies in the car will have an equal and opposite reaction to the action of slowing down in a time. So as the car slows down the passengers inside the car’s, it’s center of mass will move backward experiencing a forward and equal reaction, which is conserved by the seatbelt. Just after the car rapidly stops, if passengers will be not wearing the seat belt they will slam into the windshield.
