It is important to note that the technology of fracking falls under risk, more specifically a manufactured risk. These concepts of risk are laid out by Ulrich Beck in his book, Risk Society: Towards a New Modernity, where he defines risk as “a systematic way of dealing with hazards and insecurities induced and introduced by modernization itself (Beck, 1992).” Manufactured risks are risks that we create. In the case of fracking, we have created risk by coming up with the technology that enables us to go through the process of fracking. Beck also points out that risk isn’t static and is changing with changing values and perceptions (Beck, 1992).
