After the law was passed, every clerk office was ordered to issue marriage licenses to same sex couples. Kim Davis, a Kentucky clerk refused to issue marriage license to a gay couple. By refusing to issue the marriage licenses, she was also refusing to obey the federal law. Blinder and Perez-Pena state that Davis refused to issue the marriage license because it interfered with her religious beliefs.
