During the very early 1900’s it had become very evident that America was a very strong world power. Events and changes around the world had changed the young nation and forced it to become more efficacious and active abroad. Events such as wars, uprising rebellions, interventions in other countries had transformed this once isolationist country into a super power. A major event that played a key role in the United States transition into a world power was the annexation of Hawaii. Another factor would be through the help of president Theodore Roosevelt and his “Big Stick” diplomacy.
Power is an important part of the world and how it runs, but those who possess it do not always see it this way. Power is an extremely abstract idea. One can find many different variations of the word when asking for a definition person to person. The dictionary simply puts it as, “the capacity or ability to direct or influence the behavior of others…” which is a common theme that could be found between most people’s definitions of the word. We conceive power as a person’s ability to have others listen to him, and, most importantly agree with him.
Structural power is characterized by its ability to set the agenda. “Power is exerted in setting the agenda for the decision-making process. The selection of what is and what is not subject to formal process of political deliberation…” (Reader page 96) Structural power thus occurs whenever one party constructs the circumstances in which another one makes its decisions.
War Power Resolution: A Failure The United States has a developed government system that composes three separate branches which cooperate with each other; however in some particular areas such as war powers, there are conflicting ideas about which branch must have the most power. The constitution does not make a clear statement about that, and there are many different interpretations about what is implied in the constitution. Power has always been a driving force of mankind and society, history has been shaped around the idea of who can get to the top the fastest, no matter what the cost. Power has been the biggest influence from both a political and social standpoint because competitiveness is part of natural human nature. With factors such as greed and selfishness, society can be driven to say and do hurtful things. Damage done by words never truly heals. In the poem, “ Song of the Powers”, David Mason, uses the game, rock, paper, scissors, to show the complex parts of power and the factors that influence it.
But first what is Power? When researching Power words such as authority, control, direct, command and influence all appear. These words all support the following statement “Power is the ability to influence and control the behaviour of others.” The problem with power is that it often leads to those in power abusing it. As Lord Acton famously quoted “Power tends to corrupt and absolute power corrupts absolutely.”
In the article “The Perils of Soft Power”, author Josef Joffe, the newspaper publisher in German indicates that soft power does not necessarily increase the world’s love for America, it still can make enemies, since American thinkers are led by Joseph S. Nye Jr. to argue that the United States should rely more on soft power, but not on hard power. This article was published in the New York Times in 2006, faced to all audiences that in the North America. The purpose of this article is to express the dissatisfaction about the effect of American culture around the world, especially in Europe. Josef points out that hundred years ago, Europe’s universities were the model for the rest of the world to imitate, but today, Europe has lost their luster since the “demonstration effect” of America.

While he was a Senator in 2004 he was invited to speak at the Democratic National Convention. In his Keynote Address, he expressed different bases of power as he spoke. The bases of power, as explained by Agunis, Pierce, and Simonsen, are reward, coercive, legitimate, referent, and expert.
