It is the states that were supreme under the Articles of Confederation that led to the creation of a government that had a weaker national government. The executive arm of the government was not independent, and there were no federal courts since the state courts enacted all the laws (Brest, p.58). Also, neither did the Congress have the taxing power nor did it have the power to control interstate or foreign commerce.

Even though Governor Brownback wants to decrease the taxes and make everyone happy, it is causing a drought in the flow of money to these schools. The Republican Party wants to increase the taxes but Brownback boldly rejected this. The increase in taxes would have generated roughly one billion dollars and would have helped narrow the budget gap (Bosman). The increase of taxes can also cause a lot of trouble because not everyone wants to pay the high scaled taxes. Along with this, there is private schools in the state of Kansas that don't get any of the money from the state.
These results should not be surprising. When the goal is to reduce property taxes, there is a good chance politicians will decrease taxes and school funding overall as adding offsetting taxes would seem at cross-purposes with the reduction in property taxes. However, when the goal is to increase equality and help all students succeed, politicians will seek out additional funds to support schools currently near the bottom. At the least, they won’t reduce overall funding in support of equality. Moreover, almost 25 years after reform, Michigan schools are still funded unequally (and won’t be equal for another 20 years at the current rate).
Although on paper our schools seem to meet the needs of everyone, the U.S. school is nowhere near perfect, and reforms and actions need to continue to be implemented.

The state financials are now a chaos, due to Brownback’s actions. However, his plan backfired and now one of his options are to take budgets from the all the schools as high as forty-five million dollars and more. If Brownback starts to take away the school fundings then the schools would not be able to afford more textbooks, essential supplies, and even have to make the schools cancel games and activities just because they do not have any more funds to support it. This causes students to not be able to have a good education compared to the kids in other states. Not only is Brownback cutting public school funding, which is affecting the kids at the schools, but it also heavily is affecting the teachers.
Issues in Texas Education Education is a very important topic to me and many other people in this state. The technology in this world has become a great tool for the education system but with technology comes a price. And our government doesn’t seem to realize schools need more money to be able to teach their kids more effectively and keep them involved and entertained in the subjects they are learning. From 2007 to 2016 the overall expenditures of the education system have increased by 18.3 Billion dollars. That is a major increase in funding that the Texas government isn’t noticing that we need more money to fund our local school.
Although the national government wants students nationwide to receive the same education, they lack much needed skills for a student. The public education system in Texas is mostly funded at the local, then the state, and finally at the federal level. In the school year of 2013-2014, public school districts were funded 56.4% at the local level, 32.9% at state level, and 9.0% at the federal level (FAST - Public Education Funding In Texas). This means that more than half of the public education funding comes from the local level which includes the property taxes, therefore there is an unequal funding within school districts from different cities. As I mentioned before, the state of Texas fails to distribute the money equally within schools, but why? Well there is two answers to this issue.
Basing school funding on property tax leads to unequal opportunities and environments for students, even though the government may claim it is not up to them, there needs to be a drastic change. Currently, taxes collected from the surrounding communities fund public school districts. Public schools get financed mainly by the property tax of the surrounding houses. “Resources available to school districts relied heavily on local property wealth, and property wealth per pupil varied greatly, as it continues today”
Introduction With a recent increase in presidential power and a new presidential cabinet, concerns have began to arise regarding state rights and independence. One of these concerns is school choice in the form of school vouchers. The use of school vouchers has been a state decision, and Texas has always been a school voucher free state. Not only the national government favors private-school voucher legislation (with Betsy DeVos as the new United States Secretary of Education); so does Texas. Texas’ Lieutenant Governor, Dan Patrick, urges the private-school voucher bill (SB 3) to pass the Texas House (as it has already passed the Senate).
