According to Thompson, Wood, & Crampton, (2008), “states have assumed a much larger role in educational issues, especially via mandating accountability and states have not assumed equal responsibility for school costs so that wide variances in method and amount of fiscal support continues to affect education,” (p. 50). Taking on this role has made the election and approval process longer and more arduous because many times it is the cost of meeting state mandates or lack of government aid to pay for mandates, which causes unbalanced budgets in districts.
