The basis of SARA is to provide a structure, or frame work to assist in identifying areas of focus, or common themes or trends of certain types of crime in the community, and to look for ways to find the root cause, or underlying issue to prevent the crime from occurring in the first instance.

The end result of the scenario given, is occasional fighting and a perception from the community that crime has increased in the area. Without SARA and the prevention first methodology, Police would purely respond to the reports of fighting and disorder and do what is necessary to put the situation right at that point in time.
