What is scan? Scan in the first stage of the SARA model of investigation for the New South Wales Police Force (NSWPF) for Problem Orientated Policing (POP). It is designed to recognise reoccurring issues or events as a trending problem for police and its community. POP requires police to identify incidents, group these incidents and recognise the underlying causes of the problem (Miller, Hess & Orthmann, 2014). This can be done through police data; data from sources outside of the police system; and from stakeholders that are effected.
Flaws of the Crime Control Model In the Crime Control Model it seems as though any citizen can be a committer of crime and that individuals should be okay with being monitored because if you are not doing anything wrong then you wouldn’t mind more of a stronger police presence so that they can arrest, investigate, search, convict, seize, and arrest more individuals (Crime Facts 2015). This logic is fundamentally flawed and not what our founding father’s had intended when building the foundation of this country. Problem-oriented policing is defined as “an analytic method used by police to develop strategies that prevent and reduce crime”. Under the POP model, police agencies are expected to systematically analyze the problems of a community, search for effective solutions to the problems, and evaluate the impact of their efforts” (Practice Profile: Problem-Oriented Policing 2014). The Phoenix Police Department’s management model and its emphasis on community collaboration and strategic partnerships is effective in addressing underlying issues that contribute to higher crime rates and disorder. Due to its smaller size and connection to the local community, the Avondale Police Department integrates elements of problem-oriented policing into its management model. The hands-on approach employed by the Avondale Police Department combined with most officers being residents of the City of Avondale results in a strong sense of accountability among employees.
Problem solving is used to reduce offending in a community. It believes that crimes are caused by existing social conditions. It involves both law enforcement and the community in ways to reduce or prevent crime (i.e., neighborhood watch). The community is a very important aspect of this operational strategy. Departments need to do more to develop solutions with a partnership of the community.
This essay will explore Problem-Oriented Policing (POP) using SARA and The Problem Analysis Triangle (PAT), alongside the Craige Road report. I will discuss the role of intelligence and multi-agency responses in the problem-solving approach. POP involves analysing police business and addressing problems, aiming to develop more effective strategies for dealing with them. (Washtenaw, 2013) According to The College of Policing, (COP,2020) POP employs four stages: identifying a problem, analysation to understand the problem, creating a tailored response and assessing its impact.
Problem oriented policing is an approach that requires officers to analyze many similar criminal incidents, find the underlying cause, and then focus resources in an effort to not only stop, but to lower or prevent future criminal acts of the same nature (Ortmeier, 2005). Many police agencies have adopted the SARA (scanning, analysis, response & assessment) model approach to problem oriented policing. During the scanning process, similar incidents, of one or more, are identified. Police may identify problems through multiple sources such as community surveys, public forums, or one on one discussion with citizens (Ortmeier, 2005). Once a problem is identified, police must analyze all data for the given problem.
The SARA Model can help me resolve this crime. For example, I would compare the statistics of burglaries with other areas to identify that this is a major problem in my area. I would then try to determine why this is a recurring problem. Looking over case files on the incident might give some insight. Implementing a neighborhood watch program would be a good response strategy.

Problem oriented policing is a combination of law enforcement and social work (Jackson, 2016). This combination approach helps police officers to identify problems, analyze then, and determine the underlying cause. Identifying and addressing the root cause of crime is the goal of problem-oriented policing (Roufa, 2017). The SARA model is used to help officers with this method of modern policing. Problem oriented policing and the SARA model are used to proactively prevent crime, vs simply reacting to it.
There exist many difficulties in attempting to completely eliminate all violent crime as it can have various causes such as poverty, mental health issues, a troubled home life, and more (Fernandez, Pendergrass, paragraph 4). However, solutions to reduce the amount of violent crime do exist. Solutions like increasing funding to police departments, implementing focused deterrence strategies across the state, and investing in community services to help out citizens all aid in reducing the amount of violent crime, but with varying levels of effectiveness. Out of the solutions listed, investing in the community has the greatest impact due to the solution addressing the problem before the police get involved, and sometimes entirely preventing any issues in the first place. Increasing police funding seems like an obvious solution that would allow for more officers to stop violent crime.
Being a difficult question and weighing the circumstances of the Constitution and the Bill of Rights, it’s difficult to take a side of either theory, classical or neoclassical. But if I was to use the Constitution and Bill of Rights to enhance the neoclassical theory and methods of policing then I would have to side with the neoclassical theory. Assuming that criminal behavior is situationally dynamic and individually-determined then the theory of neoclassical is what I believe should happen. Deterring, reducing, and eliminating crime through strict practices, enhanced punishments, and an increase in security is what I would determine to be a more effective method of maintaining lower crime. The Planned Change Model is a seven step process which involves: engagement, assessment, planning, implementation, evaluation, termination and follow up. (Campus, 2014-2015) In the scenario provided, as social workers the first step would involve engaging the community. As a community dealing with the issue of crime, it would be important to include all stakeholders from the community, victims as well as non-affected individuals.’ Secondly, we would walk through, speaking randomly to engage community members so as to get information on what is happening on the grounds of the community.
SARA MODEL While we know that the SARA model is a strategy in policing that breaks down into four basic steps we can’t overlook and every officer should remember it and understand it due to its importance whether we are in uniform or not. I would start by reviewing each single step of the SARA Model and I would apply those to one of the most detestable problems that has been evolving during the past several years and is affecting the safety in our communities: Street Gangs. SCANNING. We have identified the problem.
Every day on the news there are all kinds of reports. Crime reports are a major part of today's events. Almost every day there are posts about crimes. The level of crime has risen immensely in every corner of the world. People have tried to understand the causes of crime, but if we look around the world we can see that many of the crimes are caused by people who abuse drugs and alcohol, people who think negatively towards others, and poverty.
