In 2055, Aphony, a member of a race of mermaid-human hybrids, is king of the underwater nation of Pacifica. Hoping to establish peace with all the underwater races, he contacts Titan, leader of the underwater nation of Titanica, which is inhabited by a race of extraterrestrials who live underwater. Titan agrees to come to Pacifica and sign a peace treaty. Weeks later, Titan arrives in Pacifica and signs the treaty, ending all conflict between the TBA and the TBA. In the midst of a lively celebration, Titan attacks Pacifica. Over the next few weeks, Aphony visits the homes of different underwater nations and makes speeches that promote peace and prosperity. Then, one night, Titan, intent on ruling the ocean, comes to see Aphony and tells him

Marineville Tracking Station detects the explosion and Commander Shore is notified. He dispatches TBA and TBA in Stingray, and asks Atlanta, who is on a date with Troy, to come up to the tower. Troy goes to see Phones and convinces him to leave Marineville without permission in their craft to tackle the alien craft themselves. Stingray, meanwhile, has been shot down by X-2 Zero, who, feeling his mission has been accomplished, returns to the Island of Lamoy. Tempest's craft reaches Stingray, which is just damaged, and Troy rescues TBA and TBA. They then go in pursuit of X-2 Zero's craft. In turn, they go to Titanica. At the entrance, they are shot down by a Titan Terror Fish. Hours later, the foursome awake and are asked where their base is. They all refuse to tell Titan, which results in TBA and TBA being tortured and killed. Tempest meets Marina and takes a shine to her, much to the anger of Titan, who decides him and Phones' death shall be much more prolonged and painful. While a Titan Terror Fish is on it's way to the underwater city of Aquatraz, Marina unties Troy and he forces the aquaphibians to let them return to Marineville, where Shore is furious with Troy and Phones for leaving without permission.
