Homelessness is a consequential issue affecting the lives of hundreds in almost every community. The artists Mike Luckovich and Joe Heller display this dilemma through their cartoons. They both utilize the set-up, emotional response of the cartoons and, mainly in Joe heller case, acknowledge the other issues they are a companion to homelessness. Both Heller and Luckovich are trying to persuade the audience that the tragedy of homelessness has plagued the lives of millions all throughout the years. Their cartoons are attempting to raise awareness to stop this travesty.

This tone technique is used to create a certain emotion with the aesthete, and in this case they want the viewer to be disheartened and encouraged to take action for those who cannot. This is heavily related to the target audience. Their target audience being the people who will see this and want to go out and help this crisis and provide for the people in these dire situations. The point they are trying to make is that the people in charge of these cities are neglecting the homeless population and leaving them to fend for themselves in many harsh conditions such as the elements. Therefore painting the cities and their elected officials as the antagonist of these portrayals. By clustering all cities as the ‘bad guys’ it feeds into the stereotype that all government agencies are out to target the public. While this is true in many cases they can not always be blamed. The reasoning for the depiction of the Military Parade is to raise awareness of these indecent situations with those who have given everything to protecting the citizens and giving them peaceful lives through their sacrifices. As well as to outline that just because someone may be of a lower standing does not mean they deserve less respect than those who are well renowned. This is quite similar in reason to Tent City. Tent City is meant to uplift people not to look down on others' situations without knowing all the facts and details that lead them into that life.
