The reason why the Capitol must obey out of their own will is that it is the strongest way a source of authority can maintain control over the population. President Snow understands this concept because he, himself, said that “hope is the only thing stronger than fear.” Fromm states that thing “cannot be done properly if nothing but fear is behind the obedience,” and this can be applied to the Hunger Games. The first revolts against the practice of the games occurred in the higher up Districts, whose citizens grew up fearing being Reaped, and not in the Capitol, where the games is a form of entertainment.
