Basic behavioral modification program is a treatment modality that is mainly used by most residential facilities. It functions by setting guidelines and gives the juvenile residents a concrete sense of how to earn privileges. This promoted positive behavior on the part of the juvenile.

The youth worker, therapist or clinician in juvenile training schools would be the most appropriate staff to carry out these treatments technologies. This is because they have the experience and competence on how to handle, treat, and react to juvenile conduct. They also have an education background that assists them in their judgment and decision making. However, they will need to be well trained since most staffs face the dilemma of trying to adapt programs to a diverse and varied juvenile offender population.
