Dr. Seth Holmes, who is an Assistant Professor of Public Health and Medical Anthropology at the University of California, Berkeley, was witness to the lives of a group of indigenous migrant farmworkers from the Triqui village of San Miguel in the mountains of Oaxaca, Mexico. Through participant observation as well as interviews with clinic staff, public health officials, farm employees, U.S. border agents, and residents of the farming areas, he paints a detailed picture of the true cost of fresh fruits and vegetables in this country. On the onset, it might appear as though the federal bureaucracy and Congress are two completely separate entities, with no relation to each other. However, upon a further look into the situation, it is obvious that the two work closely together, Congress makes and passes the laws, and the federal bureaucracy institutes and enforces those laws into action. Even though these two separate entities have their own specific functions, Congress is truly in control over the federal bureaucracy. Among the several different methods of control Congress employees, there are two specific measures Congress takes that standout among the rest. The measure of control is Congress institutes is Congressional investigations.
The federal bureaucracy grew because the demand for structure and economic growth grew tremendously within major organizations. For example, transportation, farming, housing, and commerce of labor. These organizations developed because the economy was growing and needed needs to be met. Individuals were hired based on their educational backgrounds. They also used a patronage system where people are appointed a government position as a reward for their political services and loyalty they rendered (Patterson, 2013).
In Goodsell’s “A Case for Bureaucracy” Goodsell makes several valid points about the argument for and against Bureaucracy. Before reading I too would have assumed bureaucracy is a waste of time and that most bureaucrats are just lazy, rude and tend to hate their job. But now I've realized that Bureaucracy does succeed. People, Americans, tend to expect bureaucrats to be able to do anything. Even when the tasks seems impossible they expect the problem to be solved immediately which ultimately sets the bureaucrats up for failure from the beginning.
The most important thing that the bureaucracy does is implement policy. Congress and the President make the policies and laws, but they have someone else (the bureaucracy) to implement them. However, they also make policy by rule-making (process of defining rules or standards that apply uniformly to classes of individuals, events, and activities). Also, according to Jillson (2016), "Congress passes laws that authorize government programs, the bureaucracy then writes specific rules that define how the program will be administered." So, when the bureaucracy makes rules you have to obey them because they have the force of law.
What is the Bureaucracy? It is revenue collected from environmental protection to economic regulation, gadget $2 trillion budget and activate with a substantial amount of autonomy. The Bureaucracy is control by the Congress, the President with unrestricted and independent from political compressions (The Federal Bureaucracy, n.d). To complicate things even more, many agencies have counterparts at the state and local level.

Most workers in the federal bureaucracy are civil-service employees who are organized under a merit system. The merit system is defined as the process of promoting and hiring government employees based on their ability to perform a job, rather than on their political connections. This system uses educational and occupational qualifications, testing, and job performance as criteria for electing, hiring and promoting civil servants. Up to this date we still experience complications in a bureaucratic government also in a bureaucracy mandated business. My experience with bureaucracy is probably like that as others. Knowing many that work for the United States Postal Service. When it benefits and suits the Federal government they see it both as a private entity and as a federal government agency. Although the Postal Service has a legal monopoly on mail delivery (no one else can put letters or packages in its mailboxes, for example), it enjoys the equivalent of generous subsidies that private companies don’t get. It can borrow from the Treasury at low interest rates.

This type of structure which has been termed by theorist J. Donald Kingsley (1949) as a "Representative Bureaucracy", basically speaks of public workforces that are representative of the people in terms of race, ethnicity, and gender. Sometimes, in a democratic society there can be drawbacks such as the inequalities of the classes. For example, there comes a time when you wonder if other people that do better in socio economic classes that exploit others around that do not have an edge in societal classes. What I am trying to say is, that it is either both good or bad for society. It can be good for society because it allows classes to progress over time, and it can be bad for society because those who are lower class have a hard time trying to advance in a pace of their times. For example, there is a senator, and there can be never two senators that are always in question of the state.
