In the article “The Crime Bust” by Gordon Witkin, it is introduced that in 1994, after a 9 year soar in crime rates, they began falling (1). According to preliminary figures released by the FBI, all across the board, the amount of crime committals were declining at a drastic rate. (Witkin 1). To determine the source of this sudden decline, several factors were examined, such as the economy, dismissed as “Robbery and burglary fluctuate with economic conditions--but murders generally do not…” (Witkin, 1-2) Prevention and domestic abuse were also discredited since “Studies show that prevention programs don’t work, and others may or may not be effective…” and “...in 1996, there were only 447 fewer ‘domestics’ than in 1993, accounting for just 9 percent of the murder reduction.”
The five most important things I have learned throughout my semester in SOC 150 are about crime and perception of social problems, how fines and fees keep people in jails, about mobility and poverty, sexual assault on college campuses, and lastly about the school-to-prison pipeline. During our unit on crime I learned about the perception of a social problem in different parts of the country as well as to a single individual. The two readings about crime, “Crime Rates Have Plummeted” and “U.S. Crime Is Up but Americans Don’t Seem to Have Noticed” demonstrate that crime is a social problem to be interpreted differentially based on the person perceiving the problem. The victim impact statement is a written statement which is verbally communicated in the court room. It is optional the victim is not under any obligation to produce a Victim impact statement. Primary victims are not the only ones who can provide statements, friends or family can act on behalf of them. Victim Impact Statements involve explaining how the crime physically impacted on the victim, any injuries that have come from the crime, long term and short term injuries.
A study concerning integrated theory where data used came from two waves of surveys that contained multiple life domain, offending, and demographic measures, examined if life domains could predict victimization with contemporaneous effects, lagged effects, interactive effects, and a measure of prior victimization (Gubb, 2015). The results from the research found a significant level of support for the fourth hypothesis, the temporal ordering of victimization and offending. The most consistent and important findings discovered related to peer domain, offending, and prior victimization variables. The research pointed to the influence of a reduced model where victimization might be predicted generally by facets of routine activity theory and involvement in risky lifestyle (Gubb,
crime, police and community collaboration, and program implimentation to reduce violent offenses. The task force divided the report into different subset they called pillars. The pillars took a multifacested approach to crime and community issues. Pillar 1 dealt with building turst and legitimacy, pillar two focused on policy and police oversight within the community. Policy 3 dealt with technology, policy 4 dealt with community policing and crime reduction.
The Guidelines Manual states that if the defendant knew or should have known that a victim of the offense was a vulnerable victim, the defendant’s sentence will increase. The Guidelines define a vulnerable victim as a victim who is unusually vulnerable due to age, physical or mental condition, or who is otherwise particularly susceptible to the criminal conduct. The Commentary instructs that the vulnerable victim enhancement should not be applied if the factor that makes the person a vulnerable victim is already incorporated in the offense guideline. It explains that if the underlying offense guideline provides a separate enhancement for the age of the victim, the vulnerable victim enhancement would not be applied unless the victim was unusually vulnerable for reasons unrelated to age. Problem oriented policing is a combination of law enforcement and social work (Jackson, 2016). This combination approach helps police officers to identify problems, analyze then, and determine the underlying cause. Identifying and addressing the root cause of crime is the goal of problem-oriented policing (Roufa, 2017). The SARA model is used to help officers with this method of modern policing. Problem oriented policing and the SARA model are used to proactively prevent crime, vs simply reacting to it.
Hate Crime is a “criminal offense against a person or property motivated in whole or in part by an offender's bias against a race, religion, disability, sexual orientation, ethnicity, gender, or gender identity.” If an African American commits the same crime as an Caucasian it is more likely for the black person to be charged and arrested due to the racial issues we have today. There are many pros and cons towards the issue of racial crime, but hate crime is still a very difficult issue for our country to overcome. In order to overcome the issue of hate crime it would require changing legislation, public and police attitudes.

Additionally, the psychology of criminal conduct is considered to be interdisciplinary, and considers all aspects of science that will assist in the further comprehension of an individuals criminal behavior, and the causes of criminal behavior (Andrews and Bonta , 2010).
