On September 8, 2015, at approximately 12:52 PM I, Deputy Ragsdale, was contacted by Captain Tucker to call Michael Holcombe in reference to a theft. I then contacted Michael Holcombe on Wood County cell two. He told me that his daughter was renting a house at 116 Oak Street, Yantis, Texas from Margi Halfcox, suspect. Michael Holcombe told me that he let his daughter borrow his riding lawn mower. He then advised me that his daughter was moving out of that residence.
Stark noticed the Officer Safety issue with interviewing the Victim in front of the door, and asked him to move to the side away from the flow of pedestrian traffic. Stark spoke with the Officer that had responded prior to our arrival and got the information that the Officer had already obtained. Stark re-interviewed the Victim, and come to the conclusion that the crime elements of PC211 were not met. I asked Stark what he believed the crime was, he stated PC 484 - petty theft. Stark gave the Victim a business card with the report number.
Ps, Elizabeth Gibson and Gerding Speare, allege excessive force and false arrest. Apartment # 510: P Gibson alleges that was on the toilet when MOS break into the bathroom with their guns drawn and pulled her off the toilet. P Gibson states that she was not allowed to get dressed and was dragged into the living room. P Gibson claims she was handcuffed tightly. Apartment # 406: P Speare alleges that she was in her bed when MOS entered the bedroom and dragged her into the living room.
On 04/23/16 I contacted Andrew Jepko at Pinching Pennies in reference to a theft of property call. Mr. Jepko said on this date at around 1230 hours a white male, white female and mixed juvenile male entered the store and browsed around for a while. Mr. Jepko said the party exited the store and the group stood outside the business for a short period and then the female reentered, expressing interest in a set of tires he was selling; which were stacked in front of the business. Mr. Jepko said the female exited the business again and when she did her male companion put two of the tires in the back seat of their vehicle with the juvenile male and then the three drove away. I advised Clark that he was trespassing on private property. Clark acknowledged and stated that he was currently homeless. Clark provided me with his Florida driver's license. Dispatch conducted a wants and warrants check on Clark with negative results.
On 02/12/2016 at about 0830 HRS Scott Chisholm came into the Barton County Sheriff's Office and reported that his machine shed had been entered and items stolen from it again last night. This is the 2nd time in less than a week his shed had been burglarized. I responded to the scene, in the 400 block of SE 20 Ave, on the west side. I followed Chisholm across the sand drive into the grass so as not to disturb any tire impressions or possible shoe impressions. The maching shed sets about 100 yds west of SE 20 Av and has several implements in the area as well.
On the indicated date and time I Deputy Garcia #618055 was assigned to staff station 620 at North County Correctional Facility (NCCF) when I heard a loud thud which is consistent with that of fighting. I saw Inmate Lopes, Juan #3456712 (later identified as suspect/victim 1 (S/V)) and Inmate Henry, Chuck #2345678 (late identified as suspect/victim 2 (S/V)) on the ground by the day room punching each other on their face and torso. I put a radio broadcast of a minor 415 inmates in dorm 623 with my county issued radio (minor 415 is a common radio code in our facility which indicates a fight is in progress or just occurred). I also requested additional personnel, Sergeant and Senior to my location. I ordered S/V1 Lopes and S/V2 Henry to stop fighting and they complied.
On 06/14/2017 around 1750 hours, I, Officer Burkes, responded to a report of a suspicious person knocking on a door at 1504 Homestead Blvd. The caller stated that a white male was bleeding all over her door and asking her to call 911. When I arrived on scene, I noticed a white male, later identified as Alex Schesny, sitting between the screen door and steele door. I asked Alex to get up and walk out to the back of my patrol car. Once on the back of my car, I retrieved my gloves out of the front seat.

There was a group of African Americans standing outside of the store and all of the sudden, two of the males pulled out their guns and start threatened people in the store. I couldn’t fully pick up what they said, but I knew that it was hostile situation. Fortunately, police officers immediately arrived to the situation, but it escalated to that point because the one of the offenders refused to obey the laws and proceeded to hit the female police officer. All of the police officers grabbed him to the ground and arrested him. This particular incident happened within 10 minutes.
On Saturday 12/17/16 at 0101 hours I heard Officer J. Schultz request additional units via the radio and that he was with an uncooperative male. I observed the CAD showed Officer Schultz at the Muckleshoot Casino on an auto recovery. It was later discovered Officer Schultz was in the west parking lot of the Bingo Hall. When I arrived I observed Officer Schultz had two males detained at the front of his patrol vehicle and he was holding a handgun in his right hand. One male was sitting on the push bar of the patrol vehicle and Officer Shultz was holding onto the other male.
On 02/08/2017, I, William Van Scoter, was working as a police officer for the Wichita State University Police Department, in Wichita, Sedgwick County, Kansas. At approximately 1520 hours I was told to interview a woman who was to believed to have been sexually assaulted. I arrived at the University Police Department's lobby and was met by a female and two males. The female was later identified as Terry Giang. Giang was going to be interview by Detective Jeff Rider
Today, I got the honor of going with Julie to deliver flowers to a resident named Sandra for her birthday. She didn’t want the flowers in her room and she didn’t seem pleased. I also got to participate in one of the daily activities. Today the activity was making peanut butter and jelly sandwich spiders with pretzel legs and chocolate chip eyes. Julie, Laurie and I went around to each housing unit and made the spiders for the residents.
I noticed that there were many employees that were not wearing name tags. I counted six employees out in the grocery aisles that were not wearing name tags. My cashier and my bagger were not wearing name tags. The employee that helped me in the Hot Bar was not wearing a name tag. The employee that helped me find a product’s location was not wearing a name tag.
