Welfare is a government program that provides financial assistance to people wo cannot afford to care for themselves or their families. Welfare is separated into 13 different categories/programs, these include negative income tax, Supplemental Nutritional Assistance Program (SNAP), Supplemental Security Income (SSI), Pell grants, Temporary Assistance for Needy Families (TANF), Child nutrition, Head start, Job training programs, Women Infants, and Children (WIC), Low Income Home Energy Assistance Program (LIHEAP), and Lifeline also known as Obama phone.
