Why did the Nevada state decide to legalize prostitution?

In relation to manage and judge the act of commercial sex, countries and states applied wide variety of laws. In some part of the world prostitution is accepted and legalized, while in other parts they punish people with penalties or even more with death, if they catch them in the act of any prostitution related matter. In addition to the above mentioned, legal prostitution can be tear down to legal/regulated, legal/unregulated and semi-legal (prostitution is legal, but brothels and organized activities are illegal) categories.
The term legalized prostitution implies that the state, in our case Nevada, is permitting the act of selling and buying women’s sexual services in return of money. However, the government regularise prostitution with laws, therefore brothels and prostitutes have to fulfil/ accomplish different criteria.
