Emergency dispatchers play a crucial role in the first responder system, even though they are not considered to be a first responder. When you call 911, emergency dispatchers are the first people you talk to. The 911 number has been around since 1968, and ever since then dispatchers have made the emergency system a lot less complicated. Right now, emergency responders are not officially considered first responders.
