The primary reason which was specified by the council was it was not part of the “local development plan”, however due to the uniqueness of the project and benefits which the project offer in terms of the socio-economic benefits to the local community and additionally there are requirements for more homes and jobs in the region and hence the need for reconsideration. The decision should be reconsidered by the Council or Scottish government should override the local authority’s decision else this can lead to the project being carried out in another location which would otherwise benefit the Lanark region. (Owenstown.org, 2015) The council’s rejection of the project was based on the scale of development which was evaluated against the industrial and housing allocations of the plan majorly because the town was to provide a product that was unique and specific. The product was meant to incorporate several homes and create numerous jobs for the population, and unlike other projects the project would be managed by its residents on a cooperative basis whereas surplus income would be reinvested to other projects in the community without the landowners taking them. The proposed areas for retail and commercial spaces where based on the research carried out by two independent agencies Rydan and Muir Smith Evans and the spaces designated are required to serve the shopping needs of the proposed local population and so the question of resources being drawn from nearby regions do not hold good. The public opinions of the local were predominantly positive with percentage of people against the decision being very low in number and hence the decision of the local council to reject the project is unwarranted.
