Powers of Congress, according to article I of the Constitution is to possess the power to make laws, and can still pass a law regardless if the president vetoes it. Congress utilized the power of the purse through decisions to authorize money requests made by the president. Congress can also follow a procedure for enacting laws in accordance with section seven of article one,“If after such reconsideration two thirds of that House shall agree to pass the bill, it shall be sent, together with the objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a law” (U.S. Constitution Article 1, Section 7). This quote explains that Congress can still make a bill into a law as long as both the House of Representatives and Senate both vote two thirds in favor of the bill which can override a president’s veto. Congress also has the power to impeach the president, which means Congress can put the President to question as long as two thirds of the members of both houses agree. Congress uses their powers to take a major role in policy making by making laws and manage money spent by the President so he cannot spend more than Congress authorize. Though interesting enough, there was no provision in the Constitution that prohibit signing statements, but there was also no part of the Constitution that legalize signing statements. According to Article 2, Section 3, “the President shall take care that the Laws be faithfully executed” (US Constitution Article 2, Section 3). It explains how the President execute laws but never mention anything about picking parts of laws that he or she decides whether or not to execute. The Presidents can make signing statements to pick out parts of the proposed bill he or she do not agree
