Somalia, previously known as the Somali Democratic Republic, is one of the least developed countries in the world and suffers from poverty and instability. The prolonged internal conflicts of Somalia have destroyed much of the country’s governance structure. After the collapse of the government in 1991, the country suffered from civil war, famine, poverty, murder and rape among other factors, which in turn has resulted in undermined legitimate institutions and a fragmented country (The World Bank, 2016). The Somali economy is mainly centered on agriculture and fishing, however, the country needs to import about 60 % of all basic food needs. This has caused great implications for the country to make it through economic crises. Due to the internal conflicts and political chaos of the early 1990s resulted in a much lower agricultural output as well as a widespread famine (WHO, 2006). The country has the highest infant mortality rate, highest level of illiteracy as well as the lowest GDP in the Horn of Africa. WHO also claims that Somalia is considered to have some of the worst health indicators in the entire world. In Somaliland and Puntland the level of human development are generally higher than the south and central parts. They have better food security, higher incomes as well as no armed conflict (WHO, 2006). Even though these areas are more peaceful, they also have weak governance, poor institutional and organizational capacities as well as a poor skill base. However, these areas have formal and published budgets. Compared to Somaliland and Puntland, south/central Somalia has no approved public budget and there is a lack of financial management throughout this
