On the other hand athens was a democracy, which meant it was ruled by the people. It started off with 5000 to 6000 men which were narrowed down to a group of 500 then split into groups of 50. Then each would take charge and ten generals were automatically elected due to their experience. Some others were chosen by a certain method called ´ lot ´ voting.
