The most important thing that the bureaucracy does is implement policy. Congress and the President make the policies and laws, but they have someone else (the bureaucracy) to implement them. However, they also make policy by rule-making (process of defining rules or standards that apply uniformly to classes of individuals, events, and activities). Also, according to Jillson (2016), "Congress passes laws that authorize government programs, the bureaucracy then writes specific rules that define how the program will be administered." So, when the bureaucracy makes rules you have to obey them because they have the force of law.
The most effective bureaucratic system is that of the United States. If i could change the US bureaucratic system to one for another nation, I would choose not to do so because the citizens of America would not do well with a drastic change. The system we have now is productive and effective in doing its job. The United States, in the past, has been known to be the best nation in the world for many years. Other countries would look up to this country's system and try to replicate it so their nation could be as effective as this one.
In the late 1700’s, when America just established its own government, there weren’t as many bureaucracies as there are today. Many factors contributed to the increase in bureaucracies, such as the size of the government, population, and economy. FDR, with his New Deal that created thousands of new jobs (many being part of different agencies and corporations), helped to increase the size of bureaucracies. Just like in the past, there were things that hadn’t existed until today. In the future, there will be things that wasn’t heard of today.
Bureaucracy, Almost everyone deals with bureaucracy every day in one way or another and even if you do not personally deal with a bureaucratic official today your activities are being monitored by a bureaucratic system somewhere, but despite the fact, most people still have very little knowledge of how it works and its significance. Health care has gone through a great evolution through the years. Before 1965, individuals older than 65 years old received inadequate healthcare and more than half of this population did not have coverage (Reinhard, 2012). Due to this predicament, the need to identify issues and implement health policy was imperative to improve health care. Consequently, Medicare was introduced with the goal to mitigate the health issues during the 1960’s and to improve the healthcare availability for individuals 65 years and older. Since then, Medicare has gone through numerous changes in order to incorporate other population needs.
After reading about bureaucracies I believe that this sector actually makes the government functional. I compare federal bureaucracy to the honey be worker, is the bee that does all the work in the hive and gets pollen, nectar and water to produce honey. Our founding fathers created the government where there is three branches with in the government but it could be argued that overtime, advances in technology and changes in society we have blindly incorporated a fourth branch as what would be known as the Federal Bureaucracy Branch. The federal bureaucracy is divided up into three different segments known as Government corporations Independent agencies and Regulatory commissions. Each segment playing vital roles within our government making the life of the American citizens much easier.

A bureaucracy is a system of government in which most of the important decisions are made by state officials rather than by elected representatives. It is a way of making large groups of people work together and learn how to cope with one another while being efficient with whatever they are trying to succeed in. The term bureaucracy directly means “rule by desks or offices”. The bureaucracy system keeps everyone at the same level of control which keeps everyone feeling equal to each other. To make sure everything works out rules and guidelines are written down and salaries are tied to a pay-grade system.

There are four prominent theories as to how bureaucracies should run, with the first being the classic Weberian model. This model, envisioned by German sociologist Max Weber, involves a clear hierarchy of power that flows from the top down and which operations depend solely on logical analysis and the law (Chapter 13). The second theory, known as an acquisitive model, states that top level bureaucrats constantly seek to expand the size of their staff and budgets as to increase their power and influence (Chapter
Knott and Miller present a number of dysfunctions that are present within bureaucracies. A few types of dysfunction are goal displacement, trained incapacity and dual systems of authority (Knott & Miller, 1987, p. 110-1). According to Knott and Miller, goal displacement occurs when a rigidity cycle starts to produce greater and greater emphasis is put on the rules, rather than the actual purpose of the organization as a whole (Knott & Miller, 1987, p. 110). In consequence, goal displacement means that employees replace a concern for organizational rules and procedures in the place of organizational goals. In turn, rules and procedures loose their effectiveness and constructive purpose (Knott & Miller, 1987, p. 110)
