“Can you pay my bills”, is a case to get educators to aid parents in understanding the laws and policies behind the special education program. The controversy of this case encourages teachers to monitor student growth in order to lower the number of students receiving special education services, as well as to inform parents of the risk associated with special education. Several theories can be associated with the issues that are presented. Among these are the critical race theory, stereotyping, parental involvement, teacher referrals, student data collection, and differentiated instructions. Legal issues are integrated due to mandated laws that all educators must adhere to. Teachers will have the opportunity to understand how to handle students who are placed in special education programs and not taken out when they have overcome their disability due to maturation in their learning habits which have suppressed their disability.

The school he attends, Wakefrost Middle School, is struggling academically with state assessments significantly below satisfactory level. As a low socioeconomic school on the Westside of town, the school is 56.4% Hispanic, 40.2% black, and 3.4% white. Wakefrost also participates in the National Lunch Program where at least 68.8% of the students received free or reduced lunch.
