Preamble:
1. Form a More Perfect Union, Establish Justice,Insure Domestic Tranquility, Provide for the Common Defense, Promote the General Welfare, Secure the Blessings of Liberty.

Article:1 Legislative Branch
1. The framers were intent on stressing the central role of the legislative branch in the new government because it is the branch that most directly represents the people and is most responsive to them.

Article:4 Relations Among States
1. Article 4 Section 2 guarantees that citizens of one state be treated equally and fairly like all citizens of another. It also says that if a person accused of a crime flees to another state, they will be returned to the state they fled from.

"New States may be admitted by the Congress into this Union; but no new State shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or Parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress."

1. The Constitution provides that an amendment may be proposed either by the Congress with two-thirds majority vote in the House of Representatives and the Senate or it can be by a constitutional convention called for by two-thirds of the State legislatures.
