Upon reading the case study regarding Chief Mangan’s approach to altering Spokane’s style of policing, several items stood out. The initial issue that Chief Mangan understood was that the officers of Spokane Police Department required appropriate equipment to conduct their mandatory duties efficiently (Cordner, 2016). Accordingly, new law enforcement administrators are often unable to increase salaries or benefits, but individuals still desire a tangible form of appreciation from administrators. Thus, Chief Mangan understood that by providing necessary equipment these individuals likely felt somewhat appreciated (Sheingold, 1999). During his community interactions, he was able to share his vision, ascertain community input, and set the foundation for acquiring more officers to enact his plans. Again, with the push for hiring additional officers, Chief Mangan proved his dedication to improving the department’s working conditions. Yet this was just the beginning of the internal changes of the department towards community policing.

The next step in the process was to find individuals within the current department that shared the same viewpoints and goals (Cordner, 2016). Moreover, within this process, he also located individuals from the community to partner with those inside the department. However, Chief Mangan understood that if these individuals were given free reign to implement internal changes with carte blanche that veteran officers might resist these changes. So, instead, this group was focused on what was working in the current department, and what problem areas were within the department.
