Senate Bill 340 was signed into law in 1995 and this granted Missouri State University a statewide mission in public affairs. The public affairs mission at Missouri State University separates the education that each student receives from other universities. The mission has three pillars: ethical leadership, cultural competence, and community engagement. It is the goal of the university to prepare students to be leaders, while respecting various cultures and encouraging students to be productive citizens in their respective communities. George Washington Carver was one of the best-known African-Americans of his era. He worked tirelessly in the agricultural field. Dr. Carver clearly demonstrated the Public Affairs Mission of Missouri State University and was inducted into the MO Public Affairs Hall of Fame in 2015.

The leader of Tuskegee, Booker T. Washington, wanted Carver to run the agricultural department at the Institute. Dr. Carver taught his black students with zeal and desired to improve conditions for the poor, one-horse farmer. “Unlike other agricultural researches of his time, Dr. Carver saw the need to devise practical farming methods for this kind of farmer.” He wanted to steer them away from solely relying on cotton production. He encouraged growing soil-enhancing, protein-rich crops like peanuts, sweet potatoes, soybeans, and pecans. He emphasized to farmers to be both self-sufficient and conservative and to waste nothing. His groundbreaking research on plant biology brought him national prominence. During his twenty years at Tuskegee Institute, he gained the respect of President Theodore Roosevelt and testified many times before Congress.
