In 1994 Rwanda had experienced one of the bloodiest and deadliest forms of genocides. Over 800,000 people mostly Tutsi minorities were raped, tortured and murdered. It began with the Hutu nationalist in the capital of Kigali, which spread throughout the country at an astonishing spread. The local officials and citizens took up arms against the Tutsi’s after the death of President Cyprien Ntaryamira. The war last for over three months from April of 1994 to July of 1994. In the early part of July 1994 the RPF gained control over most of the country and forced the Habyarimana NRMD party out and implemented a new constitution which was adopted in 2003 this was followed by the presidential elective Paul Kagame who is a Tutsi.

The team of 16 meet at least twice a year to brainstorm and strategize on how to continue to build Rwanda up and make it a developed country. President Kagame believes that the he and his advisors can build a global network of powerful people to lure private investors and market Rwanda. He has several investors who has brought into the idea such big wigs as Howard Schulz, the CEO of Starbucks and Jim Sinegal the CEO of Costco. Both have invested into purchasing Rwanda coffee and selling them in their stores and neither has allowed the past to sway their willingness to invest. They believe that the president has a plan and the country has improved tremendously. Rwanda has seen a tremendous growth since President Kagame has been in office, but of course he couldn’t have accomplished this without the aid of other countries and banks. Since 1994 during the early construction days the International Development Association (IDA) and the World Bank fund has provided nearly 1.5 million to Rwanda through many investments and policy support (site source).
